Audience participation will be invited and will be a key feature of this plenary session to be convened ahead of the ICEE-2002 opening plenary. Recent trends, methods, and approaches to enhance international cooperation will be discussed. Areas of needs will be explored.

The discussion will be led off by comments from invited panelists. Following each lead speaker, the floor will be opened for general discussion. Invited panelists will include the following:
