iNEER Secretariat Report

 

 

The Leadership Council of iNEER has been formed by the iNEER Board to enable and promote the sharing of information and the establishment of cooperative exchanges by leaders of engineering education and research.  The Council is charged with planning and executing programs and activities so as to provide a platform for networking among leaders of universities and colleges, and senior representatives of industry and government from around the world.  The iNEER Board’s Charge to the Council is appended to the end of this report. 

 

The organization meeting of the Council was convened as a part of ICEE-2006 on Tuesday, July 25, from 10 AM – 12 Noon under the leadership of Interim Co-Chairs Professor David Chang, Chancellor of Polytechnic University of New York, and Prof. Wojciech Zielinski, Rector of Silesian University of Technology.  At the invitation of David Chang, Win Aung, Secretary-General of iNEER, explained the rationale to the formation of the Council by the iNEER Board, and its charge to the Council.  He reiterated the Board’s vision to see the Council evolve into a platform that enables the sharing of information and the establishment of cooperative exchanges by leaders of engineering education and research.  He outlined the specific charge to the Council, namely, to plan and execute programs and activities so as to provide a platform for networking among leaders of universities and colleges, and senior representatives of industry and government from around the world.  He thanked the Interim Co-Chairs Professor David Chang and Professor Wojciech Zielinski, Rector of Silesian University of Technology for their leadership in moving forward the establishment of the Council.  He then called for election of permanent co-chairs, and those in attendance unanimously voted to elect the two Interim Co-Chairs to serve two-year, renewal terms as Co-Chairs.  At the start of the meeting, the two co-chairs were elected to serve two-year, renewal terms as Co-Chairs.

 

Professor Chang then outlined his vision for the Council, emphasizing his interest to see the Council develop a set of realistic, achievable action items for the next few years.  He then opened the floor for discussion.  In the ensuing discussion, one of the topics that attracted the interest of those in attendance was the development of a “cyberinfrastructure for global engineering education.”  There is a potential here for tie-in with related ongoing work sponsored by Hewlett-Packard Company. 

 

It was agreed by those in attendance that an action plan should be developed prior to the next iNEER conference, ICEE-2007, in Coimbra, Portugal.

 

Council meeting minutes are being developed by the co-chairs with the cooperation of the Secretary-General.

iNEER Leadership Council - Charge

 

 

  1. The iNEER Leadership Council shall be organized by the iNEER Board with members appointed by the Board based on open nomination and recommendation by Council members and members of the iNEER Network.

 

  1. The membership of the Council will comprise rectors, vice rectors, presidents, chancellors, vice chancellors, provost, deans, etc. from academic institutions, and senior representatives from industry and government.

 

  1. The Council is charged to plan and execute programs and activities so as to provide a platform for networking among leaders of universities and colleges, and senior representatives of industry and government from around the world.

 

  1. The Council shall enable the sharing of information and establishing cooperative exchanges by leaders of engineering education and research, including initiating and proposing future meetings and conferences for consideration by the iNEER Board.

 

  1. The work of the Council shall be led by two co-chairs in coordination with the Secretary-General of iNEER. The co-chairs shall be elected by members of the Council and shall serve two-year renewable terms.  The co-chairs shall be responsible to jointly organize a Council meeting during a conference of the iNEER Network, and shall provide the leadership and associated administrative support, such as planning and organizing Council meetings, communicating with Council members and members of the iNEER Board, and providing the minutes of the Council meeting within 30 days after the meeting.  The medium of communication shall be English.

 

  1. To the extent possible, the Council operation shall be self-sustaining with all members providing for their travels to attend meetings, including conference registration fees.
